Make a custom gradient

Upper stops control opacity

Lower stops control color

For this we are only using color stops

Filer add noise 20% gaussian, then

Filter/Blur/Motion Blur and Adjust Curves

Find some metallic image to use as a tile. I used one from Max. Any image can be used as a pattern here ... think of it not necessarily as a pattern, but an image fill.

Here we added a drop shadow, bevel, color overlay to tint it, etc.
