Make another smaller ellipse the same degree and angle.

Follow the axle and converging lines.

Make a smaller ellipse for the metal hub of the wheel.

Always keep the same ellipse angle, do not change it once you have it selected for your wheel.

Inset shapes should show one side more than another:

The tops and bottom of the tire should have a slight bulge:

Add beveled edges, the nut in the hub, and other recessed or projecting shapes:
